The Tribune – Rajoana execution: Punjab looks for a way out of tangle

Aman Sood, Tribune News Service

Patiala, March 22. The Punjab Government seems to be buying time in persuading Balwant Singh Rajoana, the assassin of former CM Beant Singh, to challenge the death sentence against him. The Central Jail, Patiala, on Thursday received the Chandigarh court order telling the authorities to hang Rajoana.

The Punjab Jails Department wants the annulment of the 1982 understanding with the Chandigarh administration according to which their condemned prisoners could be lodged in Punjab jails.

A meeting of senior Jail Department officials, Chief Secretary’s office and the Accountant General’s office was held today behind closed doors to discuss the matter in detail. The meeting was also attended by the Chief Secretary who would apprise the Chief Minister about the developments.

In Patiala, senior jail officials were busy reading the contents of the Chandigarh court’s orders that were received today and held consultations with the Advocate General’s office to find a solution.

“An old Supreme Court judgment in a similar case was also discussed at length. A final decision on whether to send the summons back again will be taken after going through the outcome of the meeting summoned by the Akal Takht in Amritsar,” said insiders in the Jail Department.

Meanwhile, the Punjab Jails Department DGP Shashi Kant today wrote to the Punjab Home Department urging it to immediately annul the 1982 agreement according to which hardcore criminals could be lodged inside Punjab jails.

The Hindu – Minorities bear the brunt in Pakistan

Anita Joshua

Islamabad, 22 March 2012. In a telling statement on the growing intolerance, the State of Human Rights in 2011 report of the Human Rights Commission of Pakistan (HRCP) shows that 389 members of various Muslim sects were killed last year. This includes 100 Hazara Shias in targeted attacks in Balochistan alone.

By virtue of being the biggest non-Sunni Muslim sect in the country, Shias accounted for the largest number of those killed but, according to the HRCP report released here on Thursday, Ahmadis — declared non-Muslims by Zulfiqar Ali Bhutto — remained the “target of hate speech, violence, discrimination and, when their faith was known, of social segregation”.

Billed by HRCP as the most vulnerable of all minority groups — Hindus included — the report noted with concern the inaction by the authorities to evident efforts to incite hatred toward Ahmadis. Referring to the posters and wall-chalking slamming Ahmadis and their faith, the report states: “This occurred to such an extent that it was impossible for the authorities to not notice these campaigns and yet they failed to act.”

As for the Hindus, several incidents of violence and intimidation were reported including abduction and subsequent forced conversion of girls. As per HRCP count, 151 Pakistani Hindus — often referred to as ‘Indians’ — sought asylum in India claiming that their lives would be in danger if sent back. “They had been arrested for staying in India after their visas had expired. In December, the Delhi High Court sought a response from the Indian Government by the end of February 2012 and asked it not to deport the Hindus to Pakistan until then.”

What reflected a “new low in intolerance” in Pakistan, according to HRCP, was the case of a Christian class eight student being accused of blasphemy for a spelling mistake in her examination. “The spelling error led to her expulsion from school and had the local clerics howling for her blood.”

Besides flagging the incidents, the HRCP report laments the failure to do away with discriminatory laws including the constitutional provision barring non-Muslims from key government positions. Stating that the only voice on the blasphemy issue was that of the extremists, the Commission noted that instead of abandoning the promise of revising and improving the law, the government should create consensus on the need to reform it by highlighting the toll that the misuse of this law has taken on Muslims and non-Muslims alike.

Another startling figure provided in the report pertained to honour killings. At least 943 women, including 93 minors, were killed in the name of honour. What’s more, honour killings appeared to be religion-neutral as the dead included seven Christians and two Hindus.

The Tribune – Pollution: IIT team visits Golden Temple

Perneet Singh, Tribune News Service

Amritsar, March 22. Within over a week of the Punjab and Haryana High Court taking note of rising pollution around the Golden Temple, a two-member team from IIT, Delhi, visited the holy shrine to take stock of the prevailing scenario.

The IIT has been roped in by the PPCB to undertake a study and suggest ways and means to restore the sheen of the shrine.

Prof Mukesh Khare and Prof AK Nema from the IIT preliminarily attributed the pollution in the surroundings of the Golden Temple to vehicular emission, dust and smoke emitted from kitchens and generators of hotels and food joints around it.

“However, we will come to know the exact nature of pollution, dangerous gases and particles contained in it and its enormity, besides ways to check it only after carrying out investigations.” (TNS)

Dawn – No faith in trial of US massacre suspect: Afghan Taliban

Kabul, 23 March 2012. Afghanistan’s Taliban vowed on Friday to take revenge on American forces after a U.S. soldier was charged with killing 17 civilians, saying it had no faith in any court proceedings.

US Army Staff Sergeant Robert Bales, accused of killing Afghan civilians in a shooting rampage in Kandahar province last week, will be charged with 17 counts of murder, a US official said on Thursday.

Bales, a four-tour combat veteran, will also face other charges, including attempted murder, but the official was unable to say how many additional counts there would be. Official charges have not yet been released.

“This was a planned activity and we will certainly take revenge on all American forces in Afghanistan and don’t trust such trials,” Taliban spokesman Zabihullah Mujahid told Reuters by telephone from an undisclosed location.

The lawyer representing Bales said US authorities lack proof of what happened during the March 11 shooting spree in southern Panjwai district.

The Taliban’s Mujahid reiterated claims held by many Afghans that there must have been more than one soldier involved in the massacre, claims US authorities have consistently denied.

“Now America tries to deceive the people and tries to blame the act on one soldier. This is a crime by the American government. Using such cleverness and deception is a huge crime,” Mujahid said.
