Fatehgarh Sahib, December 27. The three-day Shaheedi Jor Mela concluded here today amid performing of religious ceremonies. A nagar kirtan was taken out from Gurdwara Fatehgarh Sahib to Gurdwara Jyoti Swarup Sahib. The palanquin carrying Guru Granth Sahib was placed on a well decorated vehicle.

Gurbachan Singh, Jathedar, Akal Takhat; Tarlochan Singh, head priest, Gurdwara Keshgarh Sahib; Giani Mal Singh, head priest, Golden Temple; Harnam Singh Dhuma, head, Damdami Taksal; and Baba Nihal Singh, head, Budha Dal; were among those who participated in the congregation.

The palanquin was escorted by SGPC president Avtar Singh Makkar, SGPC member Karnail Singh Panjoli, SAD general secretary Prem Singh Chandumajra, former minister Dr Harbans Lal, former MLA Didar Singh Bhatti and other political leaders.

Lakhs of devotees from various parts of the country and abroad also participated. Performances by school bands, gatka teams, nihangs, kirtani jathas, Sukhmani Sahib sewa societies, students of Mata Gujri College, Sri Guru Granth Sahib World University and Akal Academy Baru Sahib charged the atmosphere.

Addressing the devotees, Gurbachan Singh urged the devotees to follow the path as shown by the Sikh gurus. He lashed out at leaders of various political parties for printing their photographs along with Sahibzadas of Guru Gobind Singh and Mata Gujri.

SGPC president Avtar Singh said Thande Burj and Garhi of Chamkaur Sahib would be reconstructed to give it a historic look so that future generations of the community could remember the great sacrifices made by the younger sons of Guru Gobind Singh. He said renovation of the historic haveli of Diwan Todar Mal would be completed by next year.

The Tribune – Akali Dal emerges stronger

Chandigarh, December 27. The year 2012 saw strengthening of the Shiromani Akali Dal (SAD) under its president Sukhbir Singh Badal who emerged as a leader in his own right. But its fag end put his leadership abilities to test with the confidence of the people being shaken by several incidents of brazen disregard of law and order by Akali workers.

While there was a feeling that Sukhbir was one of the architects of the SAD’s victory in the 2007 assembly elections, the 2012 win is being solely ascribed to Sukhbir’s innovative gambles as well as management skills.

In stark contrast, Sukhbir’s rivals have suffered. Punjab Congress president Captain Amarinder Singh was kept in limbo by the party high command which is still dithering on who should head the state unit. People’s Party of Punjab (PPP) president Manpreet Singh Badal was earlier seemed to be emerging as the third alternative in the state. But his popularity has been on the wane with his party being hit by mass desertions.

The year also saw Chief Minister Parkash Singh Badal receding into the background with power being concentrated in the hands of Sukhbir and his brother-in-law Bikram Singh Majithia. The latter who emerged as the strongest leader in the Majha belt made a comeback into the ministry, besides continuing to lead the Youth Akali Dal (YAD).

The SAD not only started well by winning the assembly elections in March in league with the BJP but also whitewashed the opposition Congress in the corporation elections in early June. The coalition also easily defeated a demoralised Congress in the Dasuya byelection the same month.

However, there were some early embarrassments with three ministers being forced to resign. Social Welfare Minister Bibi Jagir Kaur resigned after being convicted for wrong doing in the Harpreet case in March. The next to fall was Agriculture Minister Tota Singh who was convicted in May for misusing official machinery. In September, Animal Husbandry Minister Gulzar Singh Ranike was forced to resign following allegations of embezzlement of grants.

Even as the government withstood this embarrassment, it was caught on the wrong foot on the issue of law and order.

The government was found wanting with a perception gaining ground that it was a mute spectator and even encouraged people to vent out their feelings to demand commutation of the death sentence awarded to former Chief Minister Beant Singh assassin Balwant Singh Rajoana. The SAD even embarrassed its coalition partner the BJP by bowing to the hardliners and giving a go-ahead to the SGPC to construct Operation Bluestar Memorial at the Darbar Sahib complex in Amritsar. The Chief Minister salvaged the situation somewhat after coming under fire by saying only
a gurdwara would be allowed to come up in the form of the memorial.

The government, particularly the SAD, was put on the defensive at the fag end of the year by the brazen conduct of Akali workers. This included the abduction of a Faridkot girl by an Akali worker, the murder of an Assistant-Sub Inspector by another party worker and the beating up of senior police officer SS Mand by yet others.

The Congress, which was in doldrums for most of the year, took up this issue in the Vidhan Sabha and was given further ammunition when Revenue minister Bikram Majithia was caught on camera mouthing expletives against Congress legislator Rana Gurjit Singh.

The year also saw inauguration of the Rs 21,500-crore Guru Gobind Singh Refinery at Bathinda and the Integrated Check Post at Attari aimed at boosting the Indo-Pak trade.

Sukhbir also had a successful visit to Pakistan Punjab, besides successfully holding the World Kabaddi Cup. On the negative side, though VAT collections were up, the government continued to struggle financially and it has only partially succeeded in mobilising the much needed revenue.

The Asian Age – Delhi, National Capital Region water project lands in a row

New Delhi, 27 December 2012. A public interest project to mitigate NCR’s increasing water shortages initiated from the PMO in 2009 has seen another letter being fired to the PMO wanting to know why it is stalled.

Water activist Vani Sundarji (wife of former Army Chief General Sunderji) wrote to national security adviser Shiv Shankar Menon last week asking why WAPCOS, a public sector company, which had already done the original R&D study for the project and submitted it to Delhi Jal Board (DJB) has now been asked to adopt a merely supervisory role.

A team of experts from Delhi University and WAPCOS had carried out the hydrological investigations and submitted them to the DJB and the Central Water Commission in March 2012. This would have ensured an additional 60 MGD of water for one million people in the city by 2013 at a minimal cost of 12 crores.

WAPCOS had been given the award for DPR preparation, tendering and installation of the computerised SCADA system, along with operation and maintenance. But when it was time for the MoU to be signed, the newly-appointed DJB CEO felt the project should not be given to WAPCOS.

Member (water) DJB Dhaul asked WAPCOS to submit a revised proposal which it agreed to do.

The R&D study by WAPCOS revealed that the drinking water supply of the Yamuna floodplain could be enhanced from the current 15-20 MGD to nearly 60 MGD. WAPCOS had suggested the yield be increased in two phases.

A water activist alleged, “To disturb a team which has done extensive work right in the middle of the project is not a good idea at all. But the DJB would rather hand over the project to a company which would charge them several hundred crores than use a team which is willing to provide a non-invasive environmentally safe water supply.”

The Tribune – Punjab seeks Rs 5,000 cr to diversify

New Delhi, December 27. Punjab Chief Minister Parkash Singh Badal today suggested a separate fund for states engaged in Green Revolution to help them diversify away from the wheat-paddy cropping cycle.

Speaking at the National Development Council (NDC) meeting in the Capital, Badal asked the Union Government to help Punjab promote farm diversification.

A technology mission was needed for the “diversification of agriculture with an allocation of Rs 5,000 crore for Green Revolution states”.

A fund of Rs 4,000 crore was being provided to states in the North-East to “bring in Green Revolution”.

The diversification plan for Punjab should be included in the 12th Five Year Plan (2012-2017), he said.

Badal desisted from mentioning Haryana as the other state to implement Green Revolution when the country decided to be self-sufficient in grain crops in 1960s.

Punjab, he said, had been apprised of the fact that the Central Government would soon withdraw from the procurement of wheat and paddy, hence diversification was the only way out and it could only be possible with a strong support from the Centre.

“A remunerative MSP (minimum support price) and an assured marketing system for alternative crops such as maize, soyabean, cotton and sugarcane is needed,” Badal said at the meeting which was also attended by Chief Ministers of other states.

Badal suggested that animal husbandry activities like dairy, poultry, fishery and piggery among others should be treated on a par with agriculture for exemption from the Income Tax and allowing lower interest rates.

Badal also sought liberal fixed annual grants to leading agricultural universities for research.

He painted a grim picture for agriculture in the state, saying 69 per cent of the population was dependent on it for their livelihood besides providing food security to the nation. Yet their contribution to the GSDP was just 14 per cent.

In 1971, he said 77 per cent of the state population was engaged in agriculture and contributed 43 per cent of the GSDP. “Agriculture is facing a serious crisis and is no longer a remunerative preposition. The MSP has not kept pace with the rising cost of agriculture inputs. Punjab farmers are reeling under a whopping debt of Rs 35,000 crore,” the Chief Minister said.

The Central Government should fulfil the promise made to bail out Punjab farmers and the state government in the wake of drought-like conditions during the kharif season of 2012, he said.

Despite a 42 per cent deficit in rainfall, the state and farmers ensured a bumper production of 133 lakh metric tonne of marketable paddy at a huge extra cost.

The Group of Ministers led by Sharad Pawar had announced a drought-relief package, which had not been provided to Punjab.

Further, Punjab was ready to commission three thermal power plants of 3,920 MW of collective capacity by May 2014 but Coal India Limited had expressed its inability to provide full coal linkage, he added.

He sought full coal linkage for landlocked states like Punjab, which did not have a seaport of their own.

Dawn – Bilawal Bhutto-Zardari launches political career on Benazir’s fifth death anniversary

Garhi Khuda Bakhsh, 27 December 2012. Bilawal Bhutto-Zardari, the son of former Prime Minister Benazir Bhutto and President Zardari, made his first major public speech on Thursday to vast crowds gathered in Garhi Khuda Baksh to mark the fifth anniversary of his mother’s the assassination.

Hundreds of thousands of people, including Pakistan Peoples’ Party’s (PPP) workers, supporters and the party’s top leadership, had congregated at the Bhutto family mausoleum near Larkana in Sindh to pay their respects to the slain leader and witness what many have termed as the launch of her son’s own political career.

“Today, I am with the martyrs at Garhi Khuda Baksh. I am with my mother and my grandfather. Zulfikar Ali Bhutto and Benazir Bhutto are still alive in our hearts even today,” said Bilawal.

“Bhutto is an emotion, a love,” he said. “Every challenge is soaked in blood, but you will be the loser. How ever many Bhuttos you kill, more Bhuttos will emerge from every house.”

Security was tight around the huge stage, adorned with the red, black and green tricolour of the ruling PPP, where Oxford-educated Bilawal spoke.

In an impassioned speech, Bilawal – the third generation of his family to go into politics – vowed to continue his mothers fight for democracy, the struggle for the poor and against “anti-democratic forces”.

“There are two kinds of powers in this country: that which prefers the path of dictatorship, and then there is the power of the people…On one side we stand up as a wall against the terrorists, and then there are those who are even afraid to take their names,” said Bilawal in a passionate speech.

“We have chosen a very difficult path. Our path is the path of democracy, which Benazir taught us to walk on. We will go to the place where a bright and progressive Pakistan awaits us.”

Police said more than 15,000 officers had been deployed at the venue, as well as some 500 government paramilitary forces.

Emergence of a new Bhutto ?

Benazir Bhutto, twice elected prime minister, was killed in a gun and suicide attack after an election rally in Rawalpindi on December 27, 2007. No one has yet been convicted of her murder.

At her grave, women beat their chests and wept as they touched the tomb as a mark of respect and shouted “Long Live Bhutto” and “Bhutto was alive yesterday, Bhutto is alive today”.

Bilawal was just 19 when his mother was killed, and his spokesman Aijaz Durrani said Thursday’s anniversary would mark the start of a new chapter in Pakistan’s political history.

“This is his political career’s first public meeting. A new Bhutto is emerging today in the shape of Bilawal who has vision of his mother and grandfather and people are excited on his launching,” he said.

A general election is due in the spring and though the 24-year-old Bilawal will be too young to stand – the lower age limit is 25 – he could act as a figurehead for the campaign.

“Bilawal Bhutto Zardari, following in the tradition of generations, will prove to be an important turning point for democracy and politics,” Prime Minister Raja Pervez Ashraf had said in a statement.

“Trial of my mother’s grave”

Bilawal also took aim at Pakistan’s vocal Chief Justice Iftikhar Muhammad Chaudhry, demanding to know why the Supreme Court could find time to deal with issues such as compressed gas and sugar prices but not punish his mother’s killers.

“I asked the top judge, can’t you see the blood of Benazir Bhutto on the roads of Rawalpindi?” Bilawal said.

“I, as an heir of Bhutto, ask why the killers of my mother have not been punished, while you have time to hold the trial of my mother’s grave.”

The ruling PPP and the judiciary have been at loggerheads for more than two years over the Supreme Court’s attempt to reopen graft cases against Benazir and her husband President Asif Ali Zardari.

The PPP regards the efforts as tantamount to putting the dead former prime minister on trial.

Bilawal, who has been co-chairman of the PPP with his father since Benazir’s death, in May accused former military ruler Pervez Musharraf of “murdering” his mother by deliberately sabotaging her security.

A UN report in 2010 also said the murder could have been prevented and accused Musharraf’s government of failing to properly protect Bhutto.

The Musharraf regime blamed the assassination on Pakistani Taliban chief Baitullah Mehsud, who denied any involvement and was killed in a US drone attack in August 2009.
